Howard, who died from liver cancer in 2009, was a St Kilda local and guitarist of legendary Australian group The Birthday Party, who also went on to record several solo albums.

Last night in St Kilda the Port Phillip Council voted unanimously in favour of naming a lane after Howard, following an ongoing petition.

The Facebook group who started the initiative stated that “both Rowland and his music hold a special place in the hearts and minds of not just the local residents, past and present, but also the live music comunity worlwide [sic] and we would like to celebrate this memory for the future.”
