Cardinia Mental Health and Wellbeing Local opens its doors in Pakenham and Cockatoo, delivering no-barrier support to Melbourne’s outer suburbs.
Melbourne’s south east just got a major boost in accessible mental health care with the official opening of the Cardinia Mental Health and Wellbeing Local, now operating in both Pakenham and Cockatoo.
Part of Victoria’s expanding network of 22 Locals, the new service offers free, tailored support for adults experiencing mental illness or psychological distress – no Medicare card or GP referral required.
Free Mental Health Services
- Over 41,000 Victorians have already accessed support through the statewide Mental Health and Wellbeing Locals
- Services are completely free with no referral needed, focusing on early intervention
- Delivered by Mind Australia in partnership with Monash Health at two convenient south east sites

It’s a welcoming front door to care, delivered in-person and via telehealth by a multidisciplinary team including mental health professionals, wellbeing staff and peer support workers.
The initiative is a key response by the Allan Labor Government to the Royal Commission into Victoria’s Mental Health System, aiming to make care closer to home for communities that have often faced long travel times for support.
The Pakenham site at 16 Station Street operates Monday to Friday 9am to 5pm, while the Cockatoo location at 7-17 McBride Street runs Monday and Wednesday 9am to 5pm.
Minister for Mental Health Ingrid Stitt highlighted the importance of the expansion: “More than 41,000 Victorians have already accessed free support through our Mental Health and Wellbeing Locals. We’ve delivered Locals just like this one right across Victoria – so more people can access the care they need.”
Local members Emma Vulin and Daniela De Martino both welcomed the development, noting it will ease pressure on families in Pakenham and the Dandenong Ranges by providing community-based options right in their backyard.
