The precinct will provide homes for more than 1000 new Melbourne residents as well as new local parks, walking and cycling paths and open spaces.
Melbourne and regional Victoria will see thousands of new homes across three major developments in Greenvale North, Warrnambool and Ballarat under the state government’s recently approved precinct structure plan.
Planning Minister Sonya Kilkenny has given the green light to the Greenvale North (Part 2) Precinct Structure Plan, setting up more than 300 new homes for over 1000 residents. The new neighbourhood will directly connect with existing Greenvale North and Craigieburn West communities.
Greenvale North (Part 2) Precinct Structure Plan residents will get new local parks, community facilities, walking and cycling paths, plus open spaces designed around the area’s landscape and heritage.

Transport connections are being boosted too, with Mickleham Road upgrades already cutting congestion and more improvements on the way. Bus Route 543 extends to Greenvale North from next month, adding 183 weekly services with 20-minute peak frequency.
Meanwhile, Warrnambool and Ballarat communities can have their say on draft plans delivering over 10,000 new homes.
Ballarat North Precinct Structure Plan proposes around 5600 new homes. Families get everything they need nearby including two new government primary schools, one secondary school, two community facilities, local sporting reserves and retail and dining spaces. The plan works alongside recent Western Freeway and Midland Highway upgrades improving Ballarat-Melbourne connections.
Warrnambool’s East of Aberline Precinct Structure Plan delivers 4,500 new homes and 550 jobs, plus sporting reserves, a neighbourhood centre and over 13 hectares of parkland. Recent Aberline Road and Horne Road improvements ensure new neighbourhoods connect easily to Warrnambool’s CBD, train station and services.

These developments form part of the government’s 10-year greenfields strategy, providing space and planning groundwork for 180,000 new homes over the next decade. The projects deliver not just housing but the infrastructure, services and employment growing communities require as part of the Plan for Victoria blueprint targeting 2.24 million new homes by 2051.
