Victoria has become the first jurisdiction in Australia to legalise pill testing with the passing of the Drugs, Poisons and Controlled Substances Amendment (Pill Testing) Bill 2024. The new legislation supports both fixed and mobile pill testing services, ensuring operators and users are protected under the law while providing life-saving drug checking and harm reduction services.

Mobile services at festivals
The trial will debut this summer at up to 10 festivals and events across Victoria, offering on-site drug checking services. Beyond The Valley, a four-day festival in the Golden Plains Shire from 28 December to 1 January 2025, will be the first to implement this initiative. The service will allow festivalgoers to confidentially test substances such as pills, powders, and liquids for harmful chemicals, while receiving health information from trained professionals to make safer choices.
These mobile services will be delivered by a consortium led by Youth Support and Advocacy Service, in partnership with organisations such as The Loop Australia, Harm Reduction Victoria, and Melbourne Health. The trial also includes collaboration with Youth Projects and Metabolomics Australia (University of Melbourne) to provide medical support and comprehensive testing capabilities.
Permanent drug-testing site in Melbourne
A permanent pill testing site is set to open in inner Melbourne by mid-2025, operating in collaboration with a community or tertiary health provider. Strategically located near nightlife precincts and public transport, the fixed site will make these services accessible to a wider population. It will provide advanced drug-checking technology to identify harmful substances and offer confidential health advice, aiming to improve safety and reduce harm across the community.
Why pill testing matters
Pill testing has been shown to save lives and reduce harm by informing individuals about the contents of substances they intend to use. A recent study revealed that 75% of festivalgoers seeking medical attention due to drug use were impacted by substances they did not knowingly consume. With drug markets becoming more dangerous, this initiative provides crucial information to help individuals make informed decisions.
Legal protections and additional support
The legislation ensures legal protections for festival organisers, pill testing operators, and service users, developed in consultation with Victoria Police. While possession and supply of illicit drugs remain illegal, attendees can use the services without fear of legal repercussions. Additionally, the trial includes expanded access to naloxone, an overdose reversal medication, through 20 vending machines across the state by mid-2025.
Looking ahead
The Victorian government’s pill testing trial is part of its $95 million Statewide Action Plan to reduce drug harm and deaths. Data collected during the trial will inform future public health responses and help refine the model for long-term implementation. With the combination of mobile services at festivals and the upcoming permanent site, Victoria is leading the way in harm reduction and health-led approaches to drug use.
